Deputy Chief Constable Vaughn is probable obstructing powers granted by statute in the way that he is allowing his subordinate officers in the complaints and professional standards departments to fail to comply with the statutory guidance of the IPCC in dealing with criminal allegations against the officers under his command.
If Vaughn does not remove and replace these complaints and allegation investigating officers and conform to the statutory guidance of the IPCC then Vaughn along with these officers will be committing a common law criminal offence as described in Halsbury’s Laws of England, of obstructing powers granted by statute.
